Both. The native file goes with the report, so your team or a reviewer can rerun the calculation with different fittings.

Can you take a street-lighting scheme across a whole site?

Yes: the road network is modelled as a whole rather than street by street, which is what keeps the connected load down.

Who is responsible for the earthing design?

The engineer who produced the study signs it, and the soil data it relies on is stated on the front page so its basis is visible.
